Finance Director

This is a career role that involves overseeing the entire financial operations of the Town and all of its departments including the Police Department, Parks & Recreation, Public Works and Pineville Communications. Pineville is a growing and thriving town, a great place to start a family, work or retire. Job Description

The Finance Director performs complex professional and responsible managerial and supervisory work in planning, organizing, directing and executing the financial activities of the Town. As chief fiscal officer of the Town, the Finance Director plans, installs and maintains a central accounting system, including pre-audit and other financial controls.  This employee directs, supervises and coordinates the activities of the Accounting and Payroll functions.  Ensures that all Town revenues are collected and that all idle cash is invested.  This employee advises department heads and the Town Manager in the review of estimates and the preparation of the budget and assists in the development of short and long term financial planning and analysis for the Town.

The Finance Director provides the Town Manager with timely and informative financial reports and statements.  This employee is responsible for debt management of the Town including negotiation with banks for the borrowing of funds and the filing of necessary applications with the local government commission as well as the preparation of related resolutions and project ordinances for the Town Council. Work requires significant independent judgment and initiative.  Work is performed in accordance with professional standards, local ordinances, utilities standards and regulations and the North Carolina General Statutes governing the responsibilities of local government fiscal operations.  The work of the Finance Director is reviewed through conferences with the Town Manager and through independent post audits.

KNOWLEDGE, SKILLS AND ABILITIES

Considerable knowledge of North Carolina General Statutes and of local ordinances governing municipal financial practices, procedures and GASB pronouncements; considerable knowledge of utilities financial requirements; considerable knowledge of the principles and practices of public finance administration, including principles and practices of governmental accounting; ability to evaluate financial systems and formulate and install accounting methods, procedures, forms and records. Ability to supervise administrative support and technical accounting support staff; ability to design and prepare analytical and interpretative financial statements; must possess utmost degree of honesty, integrity, and trustworthiness; ability to establish and maintain effective working relationships with department heads, Governmental and Utilities Officials, Elected Officials, other employees and the general public; ability to communicate effectively in oral and written forms; accuracy and thoroughness in the analysis and preparation of financial records and reports. Advanced technical skills with databases and spreadsheets, financial software, timekeeping applications and graph creation.

EDUCATION AND EXPERIENCE

Graduation from a four-year college or university with a degree in business, finance or accounting and five to seven years of experience in public finance administration with additional Utilities Finance Accounting experience preferred or an equivalent combination of education and experience.

CPA and Certified Public Finance Officer preferred, but not required

Code Enforcement Officer

The Code Enforcement Officer conducts field investigations, communicates with citizens, gathers pertinent information, prepares written reports, analyzes and interprets the applicable code and ordinances and makes determination based on the appropriate enforcement action as stated in the policy. Contacts can occasionally become adversarial in nature and the employee must use judgment in resolving technical code compliance issues as well as demonstrate considerable tact and courtesy in dealing with a diverse population.

ESSENTIAL JOB FUNCTIONS 

Perform regular field inspections within Town limits to identify code and zoning violations; issue standard and custom written notices of violations; guide residents and businesses to zoning compliance; takes other proactive or follow-up measures as needed.

Regularly check street right-of-ways for improperly located signs; remove signs and contact the owner whether citizen, business owner, property owner/candidates as needed on sign usage compliance.

Investigates complaints on overgrown yards, littered properties, junk/nuisance/abandoned vehicles, minimum housing standards and similar issues that may be in violation of Town code or Zoning and documents with clear pictures, letters of violation, and other follow-up to achieve compliance.

Conduct investigation on properties where potential violations may exist; research and determine who the property owner or responsible parties are and inform them of your findings and needed corrective action.

Ascertain and gather facts related to applicable ordinances, codes, laws, rules and regulations and determine and institute proper action to be taken.

Maintain organized records of applications, inspections, investigations, violations hearing and related data. Maintain complete and accurate records of complaints and their disposition including written correspondence and follow up measures; develop legal citations and warnings and when necessary testify in court.

Serve as the ADA Coordinator for the Town to ensure businesses within Town limits and all Town owned properties are in compliance with the regulations set forth for accessibility.

Establish and maintain effective working relationships with colleagues, management, Council members, citizen groups, businesses and other internal and external agencies.

Operate large motor vehicles including a SUV and/or pick-up truck.

KNOWLEDGE, SKILLS AND ABILITIES

Must possess or obtain working knowledge of town zoning ordinance, town code, state laws and other local ordinances relating to nuisances, zoning, and code violations; conflict management and resolution techniques; working knowledge of legally investigating properties; ability to apply consistent enforcement practices and conflict resolution; determine the correct property and address of violations; ability to deal constructively and tactfully with the public and maintain composure in stressful situations; ability to safely operate a motor vehicle; ability to use digital camera, Microsoft Word, Microsoft Excel and general computer skills for typing letters, record keeping, and research.

Some familiarity with municipal zoning and ordinances is preferred. Contact with the public in the capacity of a code enforcer, planner, building inspector, investigator or other closely related field preferred.

Storm Water Technician

The Storm Water Technician performs semi-skilled manual tasks in the repair and maintenance of the Town’s streets, buildings and grounds.

ESSENTIAL JOB FUNCTIONS 

Performs skilled and semi-skilled work in the construction and maintenance of Town streets and storm drains. Operates heavy equipment such as backhoe, bucket truck, dump trucks, pole camera, push camera, water tank, jet-vacuum, sweeper truck and all other equipment requiring a CDL license, but not limited to equipment requiring a license.

Maintains and cleans streets by clearing ditches, drains and catch basins; trim tree limbs; assists with building storm drains and pouring concrete forms and asphalt patches to maintain street quality and storm water run-off; clears right of ways and mows grass along roadways.

Patches and repairs sidewalks and other paved areas; sets metal forms, pours concrete and smooths and finishes the concrete.

Assists in laying and connecting pipe.

Operates vehicles and equipment such as, but not limited to asphalt packer, tractor, trencher, etc. to perform daily tasks such as repairing and patching streets and digging trenches.

Raises manhole covers and breaks area around hole with jack hammer.

Responsible for using the sweeper truck to clean curbs and gutters in accordance with the schedule set by the department for all streets within Town limits.

Helps operate Vacuum truck when cleaning catch basins of all debris and leaves; and the Jet Vac machine while cleaning pipe culverts and the inside of other pipes.

Maintains records for tonnage of street debris collected for both the Sweeper and Vacuum truck.

Responsible for keeping dump trash free and communicating with the supervisor in regards to its condition.

Maintains retention ponds for storm water and reporting any issues to the supervisor.

Manually loads and unloads materials from the trucks.

Participates in snow removal/sand spreading operations in inclement weather and is considered an essential employee during inclement weather.

Cleans and maintains assigned vehicles and equipment; performs basic to intermediate equipment maintenance to ensure safe operation.

Prepares accurate and complete records of work performed.

Works in weather conditions that include, but not limited to severe hot and or cold weather; severe conditions such as snow, rain and/or hail.

May be exposed to infectious bodily fluid.  Performs all work in adherence with policies, procedures and standards of quality and safety.

ADDITIONAL JOB FUNCTIONS

Operates various hand and power tools and light to heavy equipment as required in mowing, landscaping, weed eating and street clean-up; may operate the back hoe, dump truck, riding mower, track mower, drill press, drill table and skill saws and other specialized equipment such as, but not limited to air ratchets and/or an auger to assist other areas of the department as needed.

Maintains grounds around Town buildings, in the park and cemetery; trims and prunes trees and shrubberies, plants, waters, mows and fertilizes grass, trees and flowers; sprays weed killer under the supervision of certifies personnel; and rakes and picks up leaves and trash as deemed necessary by the department’s supervisor.

KNOWLEDGE, SKILLS AND ABILITIES

Working knowledge of standard practices, materials, tools and equipment used in the area of work assigned; working knowledge of the work related hazards and applicable safety precautions associated with areas of assigned work; Considerable knowledge and skill in carpentry,  painting, plumbing, electrical repair, grounds maintenance and/or basic equipment or vehicle maintenance and repair; general knowledge of a variety of maintenance and manual tasks involved in the installation, maintenance repair and replacement of public facilities. Working knowledge of the safe use and operation of vehicles and mechanical equipment; knowledge of traffic laws, ordinances and regulations pertaining to operations of motorized equipment; ability to operate various construction and mowing equipment and light equipment with skill and safety; ability to exert heavy physical effort in varied weather conditions over long periods; ability to read and understand oral and written instructions; ability to acquire knowledge of the operating details and procedures involved in performing a variety of manual tasks; ability to establish and maintain effective working relationships with other employees, supervisors and citizens.

SPECIAL REQUIREMENTS

Must have a valid North Carolina or South Carolina’s drivers’ license with a clean record and the ability to drive Town-owned vehicles.

Must possess a North Carolina or South Carolina Commercial B driver’s license.

Must acquire an aquatic or right away pesticide license within the six month probationary period.

Must know and understand the Town of Pineville Building Standard associated with storm water, road, curb, water inlets, proper subgrades and storm drain pipe per construction.

Must be willing to attend Storm Water Inspector Class CSI-MS4 or the equivalent.

Police Dept. – 911 Telecom

The Pineville Police Department is currently recruiting for a Full Time Telecommunicator. Under the general supervision of the Telecommunicator Supervisor, the Telecommunicator operates telecommunication equipment in the receipt and transmission of police, fire and other calls. Telecommunicator perform technical work in monitoring multi-channel telecommunications equipment to dispatch police, fire, first responders or other personnel and equipment in response to emergency and non-emergency calls on an assigned shift. Employees in this class receive complaints and other forms of communications from the general public where appropriate, contacts the units to be dispatched, giving the type and location of the emergency and other pertinent information.

Benefits Snapshot

The Town of Pineville offers a comprehensive benefits package which includes paid Medical, Dental and Vision coverage, a Health Reimbursement Arrangement, as well as an Employee Assistance Program. These are provided at no cost to the employee with an option to purchase additional insurance for dependents. Additionally, we offer life insurance, short-term and long-term disability, Flexible Spending Accounts and an array of Supplemental Insurances.

The Town of Pineville is part of the North Carolina Retirement System and as a condition of employment, 6% of every employee’s salary is deducted from their paychecks for the retirement fund. This is a defined benefit plan and an employee’s retirement is based upon years of credited service.  An employee is fully vested after five years of credited service.

We also offer a voluntary 401(k), defined contribution plan, with the Town matching up to 5% of an employee’s contribution.  Sworn law enforcement personnel will automatically receive a 5% match regardless of their own contributions. Once enrolled, an employee is vested immediately.
