Community Relations and Communications Specialist

This is a vital role that involves overseeing the entire communications and community relations functions for the Town and all of its departments including the Police Department, Parks & Recreation, Public Works and Pineville Communications. Job Description

Under the general supervision of the Town Manager, this person performs professional work in developing and administering internal and external communication and programs for the Town that encourage open communication and civic and employee engagement.  The Community Relations and Communications Specialist will manage and provide strategic leadership for the Town’s affairs and communication initiatives, oversee and execute marketing and communications efforts, and manage media and communication channels. This person serves as a conduit for the community and provides information to the public, media, and Town employees on programs, events, services and issues. The employee will be able to exercise considerable initiative, imagination and independent judgement to develop, coordinate, supervise and market a variety of events and activities within the community. The employee will also work to identify and complete grant funding opportunities. Work requires continuous contact with a variety of public officials, community leaders, media representatives, the general public, and internal Town program leaders. Work will be evaluated on the recognized success of communications programs, events, grants identified, and civic engagement.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of the principles and practices of public relations and related tools and techniques for building a positive image.

Thorough knowledge of public information and use of principles and practices of public relations media, print advertising, and social media platforms.

Thorough knowledge of NC public information laws.

Ability to develop public relations strategies and provide and provide consultation and assistance with communication.

Considerable knowledge of the principles, practices and policies of event and volunteer management.

Ability to effectively plan, promote, organize and execute a year-round program of events and program activities.

Ability to establish and maintain complex records, files and budgets.

Considerable skill in dealing with the public in high stress situations.

Ability to maintain working relationships while exercising tact and courtesy in frequent contact with professionals, public officials merchants, vendors, volunteers, and the general public.

Ability to perform research and to compile organize, analyze and present information in a variety of formats.

Ability to express ideas effectively in oral and written forms.

Working knowledge of common practices associated with locating grants and submitting applications.

Ability to solicit and secure sponsorships.

Demonstrated applied skills in social media and/or website editing.

EDUCATION AND EXPERIENCE

Graduation from a four-year college or university with a degree in communication, public relations, event management, or related field is preferred. Two years of communications or public relations experience required. Experience in either business development or event planning activities is desired, or an equivalent combination of education and experience.

PT Park Aide – 8  to 12 hours per week

Perform the important job of taking care of our Parks for our residents and families to enjoy!

We have a wonderful opportunity here at the Town for a Part-Time Park Aide in our Parks and Recreation Department . The ideal candidate will be responsible for greeting and assisting visitors, patrolling park areas, upkeep of the park, monitoring facilities for cleanliness, inspecting equipment and communicating rules and regulations. The position requires both an evening and weekend work schedule.

Prospective candidates must be at least 16 years old with a valid NC or SC driver’s license and able to commit to the hours needed for the position. Individual must be able to multi-task and see assignments through to completion. Candidate must also be customer service and detailed oriented.

Summer Camp Counselor – 40 hr and 20 hr schedules available

Love kids? Come supervise and lead camp participant groups and assist in aiding program staff with all designated activities for the day camp program.

ESSENTIAL JOB FUNCTIONS

Actively lead participants in all recreation and leisure activities

Teach or assist with camp programs and encourage camper participation

Responsible for knowing the location of your campers at all times unless on a scheduled break

Exhibit professionalism and good character as a positive model to campers

Administer first aid and properly document each incident

Maintain clean work and play areas

Serve snack/meals to camp participants

Enforce camp rules; document incidents

Monitor campers who may have special medical needs

Must have clean background and great references. Prefer First Aid and CPR Trained. Preferably a North Carolina or South Carolina’s driver’s license and be able to maintain a safe driving record.

Fulltime seasonal Mon-Fri 7:30 am – 2:30 pm or 8:00 am – 3:00 pm; or Part-time Mon – Fri 2:00 pm – 6:00 pm plus fill in for fulltime counselors

Positions involve patrolling of assigned areas, accident and crime scene investigations, collection and preservation of physical evidence, follow-up investigations and special assignments for the purpose of the prevention of crime, apprehension of offenders and enforcement of laws and ordinances. Police officer must be able to act without the direct supervision using independent judgment and discretion in meeting emergency and non-emergency situations. Duties are performed in accordance with law and departmental directives. Work involves extensive public contacts and situations of personal danger. Work is performed under the regular supervision of a Sergeant.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge or the ability to acquire during reasonable period of training, knowledge of modern police practices and methods, applicable federal, state and local laws and ordinances, particularly the laws of arrest, search investigation; knowledge of the geography of the Town of Pineville, to include transportation routes, major buildings and residential areas; rules and directions of the Police Department and reporting procedures; ability to deal firmly and courteously with the public; ability to analyze situations quickly and objectively and to determine proper course of action to be taken; ability to react quickly and calmly during emergency situations; ability to obtain information through interviews and interrogation; ability to write and speak effectively; trainable in the use and care of firearms within a reasonable period of time; ability to exercise good judgment and emotional maturity under stressful conditions; ability to recognize potentially dangerous situations; ability to work long hours on rotating shifts with occasional overtime as required; ability to maintain the confidentiality of sensitive information.

Police Dept. – 911 Telecom

The Pineville Police Department is currently recruiting for a Full Time Telecommunicator. Under the general supervision of the Telecommunicator Supervisor, the Telecommunicator operates telecommunication equipment in the receipt and transmission of police, fire and other calls. Telecommunicator perform technical work in monitoring multi-channel telecommunications equipment to dispatch police, fire, first responders or other personnel and equipment in response to emergency and non-emergency calls on an assigned shift. Employees in this class receive complaints and other forms of communications from the general public where appropriate, contacts the units to be dispatched, giving the type and location of the emergency and other pertinent information.

Current starting pay w/out experience $18.33/hour, higher with prior experience

Eligible for full Town benefits and retirement, bonuses, employee wellness and appreciation programs. This job also qualifies for a Sign-on Bonus!

Customer Service Rep – Part-time

As a CSR you will perform a variety of administrative duties for the Telecommunications and Utilities Department as well as interacting with customers via telephone, electronically and in person to provide information in response to inquiries about product and services. This position is also responsible for collecting and applying payments for the department.

ESSENTIAL JOB FUNCTIONS

  • Greet customers and answer both Telephone and Electric calls coming into the multi-phone lines
  • Accept and process payments via mail, telephone, walk in traffic, drop box and payment shoot
  • Collect applicable deposits for both telecommunications and electric
  • Conduct pre-cut off payment collection calls to both residential and business subscribers
  • Receive, audit and code various monthly invoices
  • Compile and mail out new welcome packets to newly established customers
  • Provide copy and fax service to the public requesting this service and charge the appropriate rates
  • Establish new phone orders
  • Resolve and/or handle customer related issues
  • Address and adjust third party billing
  • Process telephone orders involving rate plan change, feature additions
  • Responsible for reviewing orders for accuracy
  • Communicate with other service providers on their porting process and how to comply
  • Complete Local Service Requests and Customer Service Record requests
  • Review and process toll free number applications
  • Act as back up to Sr. CSR to Audit ANPI and Citizens monthly invoices
  • Coordinate promotional events for both phone and internet
  • Adjustment to Pineville Telephone’s NECA account for internet orders
  • Audit for customer contract expiration
  • Generate and issue customer download violation letters as assigned
  • Enter customer information into User Management and Vision Net
  • Similar responsibilities to support Electric customer service and billing

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the policies and procedures that govern telecommunications and utilities preferred; knowledge of customer excellence philosophy and standard modern office administrative practices and procedures; ability to multi-task in a high pace environment; effectively communicate with customers and provide 100% customer excellence; ability to use tactical judgment; ability to prioritize and take initiative; ability to effectively communicate both in writing and orally; ability to enter data correctly into system; ability to research and understand basic math concepts; working knowledge  of standard applications such as, but not limited to Microsoft Word, Excel and Outlook; ability to maintain effective working relationships with superiors, colleagues, customers and the general public

Benefits Snapshot

The Town of Pineville offers a comprehensive benefits package which includes paid Medical, Dental and Vision coverage, a Health Reimbursement Arrangement, as well as an Employee Assistance Program. These are provided at no cost to the employee with an option to purchase additional insurance for dependents. Additionally, we offer life insurance, short-term and long-term disability, Flexible Spending Accounts and an array of Supplemental Insurances.

The Town of Pineville is part of the North Carolina Retirement System and as a condition of employment, 6% of every employee’s salary is deducted from their paychecks for the retirement fund. This is a defined benefit plan and an employee’s retirement is based upon years of credited service.  An employee is fully vested after five years of credited service.

We also offer a voluntary 401(k), defined contribution plan, with the Town matching up to 5% of an employee’s contribution.  Sworn law enforcement personnel will automatically receive a 5% match regardless of their own contributions. Once enrolled, an employee is vested immediately.
